Texas housing market took some hits but is still standing

By now you've heard about the huge debt problems in Ireland, the protests in London over government cutbacks and the growing financial crisis in Spain.
You can't help but hear about it – on television and every news website. And of course there's the home foreclosure crisis in Florida, cascading unemployment in Michigan. And California is basically broke.
What does all that have to do with Texas? If not for the dire national and international news, we'd be feeling a lot better about our economy and real estate market. Texas is in comparatively good shape when it comes to housing, commercial real estate and unemployment.
But it's hard to feel good about that with all that's going on in the rest of the world.
That's a shame. During the Oil Patch meltdown of the late 1980s, our neighbors to the north and in booming West Coast markets didn't seem to give a whit about our woes here in Texas.
Of course, the downturn is more universal this go-round, and the declines are steeper. But still, the Texas real estate market deserves props for getting through two years of a nuclear economic winter and only catching a cold.
Don't take my word for it. Just this week the Brookings Institution put out its regular economic assessment of major U.S. metro areas, and Texas and Dallas-Fort Worth were near the top of all the lists. D-FW, and most of the other big Texas markets, were included in the top U.S. housing markets during the third quarter, according to the Brookings report. North Texas is among the areas that have seen the smallest home price declines since the nation's housing market fell with a thud.
North Texas also got high marks for being one of the areas with the highest economic output and stronger employment markets.
And D-FW was singled out by Brookings as one of the top overall 20 markets in the country.
The only area where North Texas doesn't outperform the rest of the country is in number of foreclosed homes. And there we are close to the middle of the pack.
Brookings estimates that about four out of every 1,000 D-FW homes with a mortgage is now in lender hands. The average among major U.S. metro areas is closer to six out of 1,000.
So again, things here aren't so bad compared with the rest of the country.
It's just that it isn't easy to get past all the noise about the international financial mess and problems in places like California and Arizona.
And Americans in general – the real estate industry found in a recent survey – are more pessimistic than in previous economic periods.
The weight of all the bad buzz on our real estate market won't be lifted right away.

LOVE FIELD RENOVATION COULD TOP $1 BILLION

More than $1 billion may be spent on the renovation of Dallas' Love Field.
A potential automated people mover that will connect Love Field to a planned Dallas Area Rapid Transit light-rail line just west of the airport could cost up to $250 million. The rest of the budget will be spent on new taxiways, aprons, drainage and other nonterminal improvements.
Currently underway is the $519 million project to replace Love Field’s terminal, which, when completed, will house 20 gates. Sixteen of those will be occupied by Southwest. The construction includes an area for taxi queuing farther from the terminal’s front doors and new maintenance facilities.
The airport will open a new eastern concourse for ExpressJet Inc. and Pinnacle Airlines Inc. in September.

Dallas-Fort Worth Does Well in Home-Price Survey

The Dallas-Fort Worth home market got good marks in a just-released national survey of home prices.
Home sales prices in the D-FW area were up almost 5 percent in the first quarter from a year earlier, California-based Clear Capital said Thursday.
And the real estate data provider rated the D-FW area among the country’s top five markets for home price growth so far in 2010, according the new survey.
Most of the cities Clear Capital looked at for its first-quarter report had annual increases in prices. But more than half of the markets lost ground with price declines from March to April.
The price reductions were worse in areas where large numbers of foreclosed homes were on the market.
More than 40 percent of the houses for sale in the D-FW area are previously foreclosed properties, Clear Capital estimates, compared to about a 29 percent nationwide rate.
But many North Texas home markets continue to see slight increases in home sales prices.

MORTGAGE RATES FELL LAST WEEK

The average rate on a 30-year fixed-rate mortgage fell to 5.07 percent last week. The previous week it was at 5.21 percent, its highest rate since August, when it was 5.29 percent.
Rates hit 4.71 percent in December, a record low, because of a Federal Reserve campaign to reduce borrowing costs for consumers. The program ended in March but could be reinstated if the economy weakens.
Last week, the average rate on a 15-year, fixed-rate mortgage was 4.4 percent, down from 4.52 percent the week before.
Five-year adjustable-rate mortgage rates averaged 4.08 percent, a fall from 4.25 percent the prior week. Rates on one-year, adjustable-rate mortgages fell from 4.14 percent to 4.13 percent last week.

A deck park over Woodall Rogers Frwy. will bring more than five acres of green space to downtown Dallas’ arts district in early 2012.
The Woodall Rodgers Park, which will extend three blocks from St. Paul to Pearl Street, will have a performance pavilion, a restaurant, walking trails, a dog park, a children's discovery garden and playground, water features and an area for games.
The park was designed by landscape architect and designer Jim Burnett of Houston and Dan Biederman of New York.
The Woodall Rodgers Park Foundation needs to raise $27 million to meet the $110 million cost of the park.

FORECLOSURE PREVENTION PLAN UNVEILED

April 5th will mark the beginning of a new program by the Obama administration intended to end the foreclosure crisis — one that will pay homeowners to sell their homes.
The program will allow owners to sell their homes for less than they owe and give them cash to expedite the process.
Hundreds of thousands of delinquent borrowers will be encouraged to sell their houses through short sales, in which properties are sold for less than the balance of the mortgage.
The new program will give the servicing bank $1,000, and another $1,000 may go toward a second loan, if one exists. The distressed homeowners will also receive $1,500 in relocation assistance. To read more of this article click here.

Family Circle magazine labels Rockwall a family-friendly city

Rockwall is the best family town in Texas, one of the 10 best in America. Or so says the upcoming issue of Family Circle magazine.
In editions that will hit newsstands Tuesday, the magazine lists Rockwall and nine other U.S. cities as perfect places to call home, combining affordable housing, good neighbors, green spaces and exceptional public school systems.
The list isn't exactly scientific – it was compiled by magazine staffers and two outside firms using data in a handful of demographics categories. And the 10 cities aren't actually ranked, although Rockwall is listed first in the list.
None of that matters to Rockwall officials, who see the honor as a chance to spread word about the town to the magazine's 21 million readers.
"I'm thrilled," said Rockwall City Manager Julie Couch. "We actually knew we were in the running, so I'm thrilled that they kept us in there."
Couch said that the magazine focused heavily on schools and that she believed the Rockwall school district played a big role in winning the award.
Family Circle senior editor Paula Chin said the survey, in its third year, is one of the magazine's most popular features. She said the focus was on schools this year and only the highest-rated were considered.
"We're all about family-friendly towns," she said.
